Identification of Attention to Digital Rural Policiy of China—Textual Analysis Based on the Two-Dimensional framework of"Tools—Scenarios"
Digital countryside is a key strategic direction to promote rural revitalization and modernization of agriculture and rural areas.There are differences in the allocation of attention to digital countryside policy in China.The government prefers to use supply-type tools,followed by environment-type tools,and demand-type tools are the least used.The internal structure of policy tools is also unevenly distributed,with attention paid to the digital construction of different scenarios,more policies pointing to the rural digital economy,and less attention paid to rural network culture and smart green countryside.Under the perspective of the cross-dimension of"tools and scenarios"and the premise of using more supply-type tools,the government focuses more on the use of demand-type tools to promote the construction of the rural digital economy and information services for the benefit of the people,and on the use of environment-type tools to promote the construction of rural digital governance,rural cyber-culture and smart green villages,but the overall situation is an overabundance of supply-type tools and a shortage of environment-type and demand-type tools.In the future,we should optimize the structure of the use of policy tools,balance the policy concerns of digital application scenarios,and improve the degree of"tool-scenario"suitability.
