Study on"Legislative Consent"of Intergovernmental Cooperation Agreements
Promoting the rule of law in regional cooperative agreements is an essential requirement to pro-vide effective legal guarantees for coordinated economic and social development and collaborative environmen-tal governance of cross-regional basin.In the face of the current challenges regardingthe rul e of law in region-al cooperation agreements in China.It is necessary to integrate the practice of local legal system in regional co-operation agreements and the relevant regulatory experience beyond the region.The focus should be on levera-ging the functions of local state authorities in the negotiation and implementation of agreements,with the aim of establishing a system of"Legislative Consent".The systematic value of"Legislative Consent"in regional co-operation agreements lies in the democratization,scientific decision-making and adherence to the rule of laws.The specific mechanisms for implementing this concept include the deliberation or approval system for regional cooperation agreements issued by local people's congresses,record filing and review system for regional cooper-ation agreement by local people's congresses,and local legislation confirmation system of the regional coopera-tion agreements.
