The Demand Management of Purchasing Rural Public Cultural Services by Grass-roots Government—A Considerations Based on the Tripartite Subject Analysis Framework
Based on the main types,scope and roles of the purchasing subject,the consuming subject and the undertaking subject in the demand management in service purchasing,Tripartite Subject analysis framework for the demand management of rural public cultural services purchased by the grass-roots govern-ment can be established.Considerations based on this analysis framework indicates that the purchasing subject should conduct demand surveys through the establishment of a systematic information investigation system and improvement of methods for collecting demand information.Demand integration should be promoted by classif-ying and screening of information,and demand satisfaction should be advanced through the selection of suit-able undertaking subjects and strengthened supervision and management.The consuming subject should express their demands through individualized and organized means,and the avenues for expressing demands should be improved through the enhancement of institutional norms and expansion of channels.The undertaking subject should accurately grasp the demands of consuming subject through professional demand identification and participatory demand identification.Demand supply should be promoted through the cultivation of special-ized service capabilities of undertaking subjects and a focus on consumer-oriented demands.
