Issues and Solutions in the Connection between Supervisory Compensation and State Compensation Laws
The nature of supervisory compensation is state compensation,but it differs from administrative and judicial compensation.The connection between supervisory compensation and state compensation is a major difficulty in properly arranging supervisory compensation and overcoming the practical difficulties of compensa-tion.The correct position should be to neither abandon the political and supervisory attributes of the supervisory power,nor ignore its connection with the state compensation system.Instead,it should independently construct the model of supervisory compensation in the"State Compensation Law"and refine the sysytem of supervisory compensation.Following the principle of balancing the dynamics of reform and the stability of the law,the core institutional construction of supervisory compensation is analyzed,namely,clarifying the principle of accounta-bility,the scope of compensation,and the subject of compensation that should be applied to supervisory com-pensation,in order to improve the"law-law connection"and address various issues.
