Holistic Intelligent Governance:Spatial Reconstruction of Community Digital Governance
At present,information technology has made a strong entry into community governance prac-tices in China,playing a significant role in reducing burdens reduction and assisting decision-making.Howev-er,space,as one of the most natural objective existence,has rarely been regarded as an analytical perspec-tive.By analyzing the application of spatial theory in social governance,this paper points out that space is not only the carrier of governance practices,but also profoundly affects the forms and means of governance.It ex-plores the coupling effect between spatial theory and social governance,revealing how digital technology shapes the governance structures.In the practices of community governance,holistic intelligent governance has emerged to address issues,such as data silos,technology suspension and tense bureaucratic spaces.It is not only a governance concept and a practice model,but also a comprehensive integration of governance space.Through the reconstruction of top-level design,the construction of intelligent spaces,matching of rights and responsibilities,and building up professional teams,it promotes a shift from normative to scenario-based gov-ernance thinking,facilitating the collaboration between technology and human decision-making,with the aim of achieving a more efficient and human-centered community governance system.
