摘要
自我国政策性农业担保体系组建以来,有效实现了财政资金支农政策的延伸.当前乡村振兴背景下,实现政策性农业担保高质量发展,对提高农业担保支农效率具有重要作用.基于三阶段DEA模型,以 2020年政策性农业担保数据为基础,对民族地区政策性农业担保支农效率进行评价.结果表明:(1)民族地区政策性农业担保支农效率整体水平偏低,各省政策性农业担保支农效率差异显著.(2)环境因素和随机扰动因素对民族地区政策性农业担保支农效率影响明显.经济发展水平对政策性农业担保支农效率有明显的增强作用,农业受灾情况对政策性农业担保支农效率具有明显的削弱作用,农业科技水平则有利于政策性农业担保技术转化效率提升.提出持续扩大政策性农业担保投入规模、不断提升政策性农业担保资金使用效率的对策建议.
Abstract
Since the establishment of policy based agricultural guarantee system in China,it has effectively ex-tended the fiscal fund support for agriculture policy.In the current context of rural revitalization,achieving high-quality development of policy based agricultural guarantee plays an important role in improving the effi-ciency of agricultural guarantee support.Based on the three-stage DEA model and policy based agricultural guarantee data in 2020,the policy based agricultural guarantee efficiency for supportingagriculture in ethnic minority areas were evaluated.The results showed that:(1)the overall policy based agricultural guarantee efficiency for supporting agriculturein ethnic minority areas was relatively low,and there was a significant difference in the policy based agricultural guarantee efficiency for supporting agriculture in each province.(2)environmental factors and random disturbance factors had significant impacts on the policy based agricultural guarantee efficiency for supporting agriculture in ethnic minority areas.The level of economic development had a significant enhancing effect on the efficiency of policy based agricultural guarantee supporting agriculture,while agricultural disaster situations had a significant weakening effect.The level of agricultural technology was conducive to improving the efficiency of policy based agricultural guarantee technology transformation.The countermeasures and suggestions to continuously expand the scale of policy based agricultural guarantee investment and improve the efficiency of the use of policy based agricultural guarantee funds were proposed.
