河北省肉牛养殖高质量发展评价体系构建及测度

为了科学设计指标体系评价及测度肉牛养殖高质量发展水平,从养殖高效、生产安全、绿色发展及福利提升4 个维度,构建了肉牛养殖高质量发展评价指标体系;并基于河北省肉牛养殖微观调研数据,采用熵权法对其发展程度进行了研究。结果表明:(1)2019-2022年河北省肉牛养殖高质量发展水平波动上升,且内部发展不平衡。养殖高效维度、生产安全维度是综合得分提升的主要驱动力;福利提升维度是阻碍因素。(2)不同规模养殖户肉牛养殖高质量发展水平差异较大,大规模养殖户的肉牛养殖高质量综合得分最高,小规模养殖户的肉牛养殖高质量综合得分最低。散养、小规模养殖户肉牛养殖高质量发展的主要驱动因素为绿色发展和养殖高效;中规模、大规模养殖户肉牛养殖高质量发展的主要驱动因素为养殖高效和生产安全。(3)劳动生产率、机械化水平与出栏率是养殖高效维度提升的主要驱动力,发病率与死亡率是安全生产维度提升的主要驱动力,种养平衡率与粪污还田能力是绿色发展维度提升的主要驱动力,现代化设备投入水平是福利提升维度的主要驱动因素。头均收益、饲料报酬率、防疫周期、废弃物资源化利用水平和饲养密度是 4 个维度提升的制约因素。饲料报酬率与肉牛出栏率、防疫周期、种养平衡率和粪污还田能力、现代化设备水平是散养户、小规模养殖户 4 个维度提升的主要驱动力,平均日增重、死亡率和发病率、废弃物资源化利用水平、饲养密度分别是制约因素;劳动效率、死亡率和发病率、资源利用强度、现代化设备水平是中大规模养殖户 4 个维度提升的主要驱动力,平均日增重、防疫周期、种养平衡率、饲养密度是制约因素。提出以种养结合为抓手,推进肉牛养殖绿色高效发展;提高肉牛养殖现代化发展水平;引导中小规模养殖户提升养殖高质量发展水平的对策建议。
Construction and Measurement of Evaluation System for High Quality Development of Beef Cattle Breeding in Hebei Province
In order to scientifically design an indicator system to evaluate and measure the high quality develop-ment level of beef cattle breeding,an evaluation indicator system for high quality development of beef cattle breeding was constructed from four dimensions:efficient breeding,production safety,green development,and welfare improvement.Based on the micro survey data of beef cattle breeding in Hebei Province,the entropy weight method was used to study its development level.The results showed that:(1)From 2019 to 2022,the high quality development level of beef cattle breeding in Hebei Province showed a fluctuating upward trend,and the internal development was unbalanced.The dimensions of breeding efficiency and production safety were the main driving forces for the improvement of comprehensive scores.The dimension of welfare enhancement was an obstacle factor.(2)There were significant differences in the level of high-quality development of beef cattle farming among different scale farmers.Large scale farmers had the highest comprehensive score for high quality beef cattle farming,while small scale farmers had the lowest comprehensive score for it.The main driving fa ctors for the high quality development of raise in free range and small scale beef cattle farm-ing were green development and efficient farming,and those for the high quality development of beef cattle farming by medium and large scale farmers were efficient breeding and production safety.(3)Labor produc-tivity,mechanization level and slaughter rate were the main driving forces for the improvement of breeding effi-ciency,incidence rate and mortality were the main driving forces for the improvement of production safety,planting and breeding balance rate and the ability to return manure to farmland were the main driving forces for the improvement of green development,and the investment level of modern equipment was the main driving fac-tor for the improvement of welfare.The average income of each beef cattle,feed return rate,epidemic preven-tion cycle,waste resource utilization level,and feeding density are the limiting factors for the improvement of four dimensions.The feed return rate and beef cattle selling rate,epidemic prevention cycle,planting and breed-ing balance rate,ability of returning manure to farmland,and modern equipment level were the main driving forces for the promotion of four dimensions of scattering raising-households and small scale farmers.The average daily gain,mortality and incidence rate,waste recycling level,and feeding density were the limiting factors.Labor efficiency,mortality and incidence rate,resource utilization intensity,and modern equipment level were the main driving forces for medium and large scale farmers to improve in four dimensions.The average daily gain,epidemic prevention cycle,planting and breeding balance rate,and feeding density were the limiting factors.The countermea-sures and suggestions were proposed to promote the green and efficient development of beef cattle breeding by combining planting and breeding as the starting point,improving the modernization development level of beef cat-tle farming,and guiding small and medium scale farmers to improve the high quality development level.
