摘要
健全党组织领导的乡村治理体系是实现乡村善治的有效途径,是全面推进乡村振兴的客观要求,是满足农民美好生活需要的时代诉求.但当前健全党组织领导的乡村治理体系面临着人口结构变化弱化乡村治理基础、人际关系变迁动摇乡村公共规则以及利益主体多元增加村庄事务决策难度等主要挑战,因此,健全党组织领导的乡村治理体系要充分利用好党建、自治、法治、德治四个方面的治理资源,要坚持党建引领,增强党组织凝聚力;健全自治机制,激发民主参与活力;树立法治思维,依靠法治定纷止争;发挥德治教化,营造乡村文明风尚.
Abstract
Improving the rural governance system led by party organizations is an effective way to realize good gov-ernance in the countryside,an objective requirement to comprehensively promote rural revitalization,and a contem-porary demand to meet the needs of farmers for a better life.However,the current sound rural governance system led by party organizations is facing the main challenges of weakening the foundation of rural governance due to de-mographic changes,shaking the public rules of the countryside due to changes in interpersonal relationships,and increasing the difficulty of decision-making in village affairs due to the plurality of subjects of interest,etc.There-fore,the sound rural governance system led by party organizations should make full use of the governance resources in the four aspects of party building,self-governance,rule of law,and virtue,and adhere to the leadership of the party to enhance the We should adhere to the leadership of party building,enhance the cohesion of party organiza-tions;improve the mechanism of self-governance,stimulate the vitality of democratic participation;establish the rule of law,rely on the rule of law to settle disputes;and give full play to the rule of ethics to create a civilized cul-ture in the village.
