Innovation Driven Policy Empower New Quality Productivity Development——Evidence from National Autonomous Innovation Demonstration Zones
Considering the National Innovation Demonstration Zone policy as a quasi-natural experiment of innovation-driven empowerment,the asymptotic double-difference method is used to assess the impact effect of the National Innovation Demonstration Zone policy on the development of new quality productivity in the city based on the city panel data from 2004 to 2022.The results show that the innovation-driven policy represented by the national autonomous innovation demonstration zones can significantly promote the development of urban new-quality productivity,and this conclusion still holds after a series of robustness tests such as Bacon decomposition method and propensity score matching method.The results of the mechanism test indicate that innovation-driven policy is the"booster"of technological innovation and the"foundation stone"of structural change,and technological innovation and structural change are the important handles to promote the development of urban new-quality productivity,and the innovation-driven policy represented by the National Innovation Demonstration Zone can significantly promote the development of urban new-quality productivity through green technological innovation and structural change.The innovation-driven policy represented by the National Innova-tion Demonstration Zones can empower the development of new productivity through green technological innovation and industrial structure change.The results of heterogeneity analysis show that the national innovation demonstration zones in different regions are all effective in empowering the de-velopment of new-quality productivity,and at the same time,they have a more significant effect on the promotion of"new-quality"labor objects,and the higher the level of new-quality productivity of the city,the better the policy empowerment effect is.The results of the extended analysis show that innovation-driven policies have a superposition effect,and can effectively empower manufacturing enterprises to innovate and realize"quality and quantity enhancement".
