New State-level Districts and the Development of New Quality Productivity——Empirical Analysis Based on Multi-period Double Difference Models
At a time when digital technology and the smart economy are booming, the development and promotion of new-quality productivity is of great significance to the realisation of Chinese-style modernisation.Based on the panel data of 30 provinces in China from 2011 to 2021,this paper explores the driving mechanism of the establishment of new national-level zones on new quality productivity by using multi-period double-differ-ence models, mediation effect models and moderated effect models. The results show that national-level new zones can significantly promote the de-velopment of new quality productivity, and the results are still significant after a series of robustness tests such as the parallel trend test, placebo test and PSM-DID test;the mechanism test shows that national-level new zones positively affect the new quality productivity through the concentration of talents and the enhancement of innovation capacity, while the governmental governance capacity and the upgrading of industrial structure play a significant role.Heterogeneity test shows that the establishment of national new zones in eastern and central regions and high-level regions has no significant effect on new productivity, while western and northeastern regions and low-level regions can promote the development of new productivity through the establishment of national new zones. The findings of the study provide new perspectives and new ideas for national new zones to promote the development of new quality productivity.
