The Research on the Impact of Fiscal Energy-Saving and Environmental Protection Expenditures on Green Total Factor Productivity——Evidence from 30 Provinces in China
Green total factor productivity(GTFP)is an important way to promote high-quality development of China's economy,and financial ener-gy-saving and environmental protection expenditures can improve green total factor productivity by improving energy structure and promoting green innovation.Based on balanced panel data of 30 provinces in China from 2007 to 2021,this paper empirically tests the relationship between fiscal energy conservation and environmental protection expenditures and green total factor productivity by the SDDF-GML model and the two-way fixed-effects model,and further analyzes green innovation and pollutant emission transmission channels.The results of the study show that GTFP shows a continuous downward trend from 2007 to 2012,while it exhibits a continuous growth trend from 2013 to 2021.Financial energy-saving and envi-ronmental protection expenditures have a significant promotion effect on GTFP.Financial energy-saving and environmental protection expenditures can promote GTFP by improving green innovation and reducing pollutant emissions.The promotion effect of fiscal energy-saving and environmental protection expenditure on GTFP is mainly reflected in low education level regions and western regions.
