RCEP是Regional Comprehensive Economic Partnership(区域全面经济伙伴关系协定)的简称,是目前全球规模最大的自贸协定,自2022年1月正式生效,RCEP的实施为我国在新时期提供了前所未有的协调发展、合作共赢的新机遇。RCEP在实施过程中涉及庞杂的知识产权问题,急需我国涉外知识产权人才的培养能及时作出应对。虽然我国在涉外知识产权人才培养中已取得了较大的进步,但仍存在人才培养的协同机制不够健全,涉外知识产权实践经验、涉外知识产权知识复合不够等问题。应以需求为导向,加强培养能够服务RCEP高效实施的涉外知识产权人才,探索多元化的国际联合培养模式,构建新的协同培养机制。
Dilemma and Countermeasures of Training Mechanism for Foreign Intellectual Property Talents in the Process of Implementing Regional Comprehensive Economic Partnership(RCEP)
RCEP,short for the Regional Comprehensive Economic Partnership,the world's largest free trade agreement,came into effect in January 2022.The implementation of RCEP has provided China with unprecedented new opportunities for coordinated development and win-win cooperation in the new era.The implementation of RCEP involves a lot of intellectual property issues,and it is urgent for China to train foreign-related intellectual property talents to respond in a timely manner.Although China has made great progress in the cultivation of foreign-related intellectual property talents,there are still problems such as insufficient coordination mechanism,practical experience and knowledge combination of foreign-related intellectual property.It is necessary to be demand-oriented,strengthen the training of foreign-related intellectual property talents who can serve the efficient implementation of RCEP,to explore diversified international joint training models,and to build new collaborative training mechanisms.
