On"Relative Poverty"Governance Performance Evaluation System——Based on the Coding Analysis of Poverty Alleviation Performance Indicators from the Perspective of Inclusive Innovation
"Relative poverty"governance is highly compatible with inclusive innovation in the post poverty alleviation era because both follow the principles of quality and equity,values sustainable endogenous dynamic factors,and advocate the participation of all members and results sharing.From the perspective of inclusive innovation,this paper classifies and codes the performance evaluation system for accurate poverty alleviation issued by the central and provincial units from 2013 to 2020 from the four dimensions of poverty reduction,management effectiveness,social effectiveness and capacity effectiveness.It is found that there are some deviations in the inclusiveness of the performance appraisal system for poverty alleviation.In the long run,accurate performance appraisal of poverty alleviation should be consistent with the persistence,profundity,complexity and dynamics of poverty alleviation practice.Therefore,the governments should constantly balance the economic,social and capacity indicators,balance the internal and external indicators,and balance the results and process indicators to improve the inclusiveness,foresight and operability of the assessment system.
