摘要
推进基层治理体系和治理能力现代化的工作原则之一是:"坚持共建共治共享,建设人人有责、人人尽责、人人享有的基层治理共同体".基于此,深入思考基层治理共同体的深刻内涵和生成逻辑,以经济欠发达地区为分析侧重点,简要剖析当前基层治理共同体形成的现实困境,针对性地提出构建基层治理共同体的实践路径,旨在对培育基层共同体意识,凝聚价值共识,助推基层治理效能提供一个框架性的阐释.
Abstract
One of the working principles for promoting the modernization of primary-level governance system and governance capacity is:"adhering to collaboration,participation,and benefit sharing,and fostering a community of primary-level governance in which responsibilities are shared and duly fulfilled,and achievements are enjoyed by all".In this regard,this paper analyzes deeply the profound connotation,forming logic and realistic predicament for the primary-level governance system,and puts forward the practical path of building primary-level governance community,which aims to provide a framework explanation for cultivating a consciousness of grassroots community,condensing value consensus and promoting grassroots governance efficiency.
