摘要
粮食安全是实现国家安全的基础,农业国际合作是实现粮食安全的重要渠道.中俄两国边境线长,资源互补,政治友好,为农业合作发展奠定了基础.俄乌冲突和中美贸易摩擦促进了中俄农业的进一步合作发展.但合作过程中还存在法制不健全、政策不协调、基础设施落后、监管不规范、科技合作不足、人员素质不高、民心相通不足等问题.基于治理机制角度,探索合作发展过程中的政策法律等治理机制具有重要意义.
Abstract
Food security is the basis of national security,and international agricultural cooperation is an important channel to achieve food security.China and Russia have a long border,complementary resources and friendly politics,which have laid the foundation for the development of agricultural cooperation.Russia-Ukraine conflict and Sino-US trade friction have promoted the further development of Sino-Russian agricultural cooperation.However,in the process of cooperation,there still exist problems such as imperfect legal system,uncoordinated policies,backward infrastructure,non-standard supervision,insufficient scientific and technological cooperation,low quality of personnel,and insufficient people-to-people exchanges.From the perspective of governance mechanism,it is of great significance to explore governance mechanisms such as policies and laws in the process of cooperation and development.
