基于熵权TOPSIS的中国数字经济发展水平评价研究

数字经济成为中国当前经济转型的重要引擎,从数字基础设施、数字创新、产业数字化、数字产业化和数字治理五个维度构建数字经济评价指标体系,运用熵权TOPSIS法从地区和区域两个层面对中国30个省份数字经济发展水平进行实证评价与分析,通过K-means聚类算法对数字经济发展水平进行分类与分析。研究发现:中国地区间数字经济发展不均衡,其中,北京、广东、上海、浙江和江苏的数字经济发展水平在全国处于领先地位,但大多数省份数字经济发展水平处于全国平均水平线以下,无法享受"数字红利";中国区域间"数字鸿沟"问题严峻,数字经济发展水平分布呈现从东部到中部、再到西部和东北地区的由高到低格局。
Evaluating China's Digital Economy Development Level Based on Entropy Weight TOPSIS
Currently,digital economy has become an important engine for China's economic transformation.In this paper,the evaluation index system of digital economy is constructed from five dimensions regarding digital infrastructure,digital innovation,industrial digitalization,digital industrialization and digital governance.By using the entropy-weight TOPSIS method,this paper makes an empirical evaluation and analysis of the development level of digital economy in 30 provinces in China from the regional and provincial levels,and classifies and analyzes the development level of digital economy by K-means clustering algorithm.The results show that the development of digital economy is uneven among regions in China.Among them,Beijing,Guangdong,Shanghai,Zhejiang and Jiangsu are in a leading position,but the development level of digital economy in most provinces are below the national average level and unable to enjoy"digital dividend".Moreover,the there is a serious problem of"digital divide"among regions in China,and the distribution of China's inter-regional digital economy development level presents a pattern from high to low from eastern to central,and then to western and northeastern regions.
