With the rise of the knowledge economy,universities are increasingly becoming the axis institutions of society.What kind of relationship between government and universities has become a problem that each country must face in the process of reconstructing social order and political and economic system.In the process of reforming the American scientific research management system,Vannevar Bush not only demonstrated the necessity for the federal government to participate in the management of research universities from the aspects of the adjustment of the mode of knowledge transformation,the paradigm change of academic production and the national strategic position of research universities.Moreover,it constructs a scientific research management model with academic logic as the core,a mechanism for the conversion of scientific research results under government regulation,and an open and cooperative scientific information exchange mechanism,which highlights the orientation of the U.S.government in participating in the management system of research universities with basic research as the core,talent training with culture gentlemen as the core,and social service oriented to national interests.
