我国石油炼制工业全生命周期土壤污染防控分析

对石油炼制工业企业土壤污染现状进行分析,并对存在问题进行梳理,提出石油炼制工业企业土壤污染防控工作建议。石油炼制工业企业土壤污染具有行业布局集中、污染排放环节多,有毒有害物质种类多、污染途径繁杂,生产历史久、具有一定的风险隐患,管理相对规范、有绿色化改造基础等特点。相关法规标准对筹备建设、生产运营、退役关闭等3个阶段提出相关防控要求。石油炼制工业企业土壤污染防控存在标准体系不健全、监管指标待明确,技术要求不完善、有效性评估不足,多源数据未融合、绿色化改造缺抓手等问题。建议从强化顶层设计、健全技术标准体系,建立量化指标、完善防控技术要求,促进信息融合、分类分级指导管控等方面推进土壤污染防控工作。
Analysis of soil pollution prevention and control during whole life cycle of petroleum refining industry in China
The current situation of soil pollution in petroleum refining enterprises was analyzed,and the existing problems were sorted out.The suggestions for soil pollution prevention and control in petroleum refining enterprises were proposed.The soil pollution in petroleum refining enterprises has the characteristics of a centralized industrial layout,many pollution discharge links,many types of toxic and harmful substances,complicated pollution ways,long production history,certain risks and hidden dangers,relatively standardized management,and green transformation basis.Relevant regulations and standards have put forward soil pollution prevention and control requirements for the three stages of preparation and construction,production and operation,and removal and closure.There are problems in soil pollution prevention and control in petroleum refining enterprises,such as imperfect standard systems,undefined regulatory indicators,imperfect technical requirements,insufficient effectiveness evaluation,scattered multi-source data,and lack of green transformation.Therefore,it is suggested to strengthen the top-level design,perfect the technical standard system,establish quantitative indicators,improve prevention and control technical requirements,promote information integration,and guide and control classification and grading.
