In the context of promoting green low-carbon development and coordinated regional development,this article analyzes the imbalance of green low-carbon development in China.By con-structing the total factor carbon productivity evalua-tion index system,the global super-efficiency SBM model is used to measure the total factor carbon productivity of 283 prefecture-level cities in China from 2006 to 2020,and the Kernel density estima-tion and Dagum Gini coefficient methods are applied to examine the distribution dynamics,regional differences and sources of differences of total factor carbon productivity,and the convergence charac-teristics of total factor carbon productivity are exam-ined using the σ convergence model and the β con-vergence model.The study finds that:(1)China's total factor carbon productivity tends to fluctuate upward overall,but the regional differences are obvious,showing the distribution characteristics of eastern region>national region>central region>western region,and this difference tends to expand;(2)the overall difference mainly comes from the inter-regional differences,and its contri-bution rate tends to fluctuate downward over time;(3)There is no significant o convergence in the total factor carbon productivity of the country and the three regions,but they all show typical β con-vergence characteristics,with the eastern region,which has the highest total factor carbon productivity,converging the slowest and the western region,which has the lowest total factor carbon productivity,converging the fastest;(4)industrial structure and fiscal expenditure level are important factors affecting the convergence rate of total factor carbon productiv-ity.The article concludes with specific policy sug-gestions from three aspects:clearly understanding the importance of promoting China's green and low-carbon coordinated development,paying attention to the problem of regional differences in China's green and low-carbon development levels,and paying attention to the problem of the implementation path of green and low-carbon coordinated develop-ment projects.The research in this article can pro-vide a basis for the government to improve the poli-cies of green low-carbon development and help promote the regional green low-carbon coordinated development.
