The cooperative behavior of local governments in urban agglomerations is directly related to the implementation effect of regional coordinated development strategy.This article con-structs a framework of influencing factors of selective cooperation of local governments through theoretical analysis.On this basis,QAP and ERGM empirical analyses of the influencing factors are conducted based on relevant regional cooperation news and so-cio-economic data to summarize the heterogeneous characteristics of the formation of inter-governmental nested cooperation networks between the Yangtze River Delta and the Beijing-Tianjin-Hebei urban agglomerations.It is found that power intervention plays a dominant role in the whole process of local government cooperation in the Beijing-Tianjin-Hebei urban agglomerations.However,in the Yan-gtze River Delta urban agglomerations,power inter-vention only plays a dominant role in the cooperation willingness stage,while factors related to local gov-ernments'self-interests are more important in the implementation of cooperation,and such differences can be attributed to the strategic positioning of the urban agglomerations and the heterogeneity of power relations among regional cities.This article argues that since most city-local government cooperation is characterized by the coexistence of state-led and local interest-driven cooperation,local governments need to play the game of top-down pressure and self-interested factors at different stages of regional cooperation,and weigh the most suitable cooperation strategies for city and regional development.
