智慧城市建设促进了城市可持续发展吗

智慧城市建设被视为解决由于快速城市化而导致的各种城市问题的一种全新治理模式,然而,城市系统是否因为智慧城市建设变得更具可持续?这是一个有待回答的问题.本文基于2005-2021年中国272个地级城市的面板数据,运用多时点双重差分、合成双重差分等方法分析智慧城市建设对城市可持续发展的影响效应.研究发现,智慧城市建设促进了城市可持续发展,一系列稳健性检验和工具变量估计均佐证研究结论的稳健性,但政策效应在不同区位、类型和特征的城市具有差异.机制分析显示,促进绿色技术创新、推动产业结构转型升级和提高资源配置效率是智慧城市建设促进城市可持续发展的有效路径.进一步分析发现,政府环境注意力和财政压力在智慧城市建设影响城市可持续发展过程中分别发挥着正向和负向的调节作用.本文的研究厘清了智慧城市建设与城市可持续发展之间的逻辑关系,并提供了诸多有价值的经验证据和政策参考.
Smart city construction is seen as a new governance model for solving various urban problems due to rapid urbanization,however,are urban systems becoming more sustainable as a result of smart city construction?This is a question that remains to be answered.Based on the panel data of 272 prefecture-level cities in China from 2005 to 2021,this article analyzes the effect of smart city construction on sustainable urban devel-opment by using multi-time point difference-in-differences and synthetic difference-in-differences methods.It is found that smart city construction promotes sustainable urban development,and a series of robustness tests and instrumental variable estimation corroborate the robustness of the research findings,but the policy effects vary across different locations,types and characteristics of cities.Mecha-nism analysis shows that promoting green technology innovation,promoting industrial structure transfor-mation and upgrading and improving resource alloca-tion efficiency are effective paths for smart city con-struction to promote sustainable urban development.Further analysis reveals that the government's envi-ronmental attention and fiscal pressure play positive and negative moderating roles,respectively,in the process of smart city construction affecting urban sustainable development.This article clarifies the logical relationship between smart city construction and sustainable urban development and provides valuable empirical evidence and policy references.
