Cross-cycle adjustment is a high level generalization of China's macro-control theory and practice since the 18th National Congress of the CPC.Cross-cycle adjustment,as a concept and a method of regulation,means crossing different stages within a cycle,as well as crossing one or more complete cycles.Macroeconomic regulation and control practice since the 18th National Congress of the CPC has realized the transformation and subli-mation from macroeconomic regulation to macroeco-nomic governance by examining and implementing counter-cyclical adjustment with the thinking and method of cross-cycle adjustment.In the current and future period,to promote a better combination of cross-cycle and counter-cyclical adjustment,it is necessary to maximize employment,raise wage rates,promote inflationary restructuring,improve the fiscal and tax system,and implement the inno-vation drive as the basic approach,and to unswerv-ingly take the path of integrating structural and aggregate regulation.
