摘要
在激变的国内外形势下,安全目标成为当前产业政策的重中之重.特别是受大国竞争博弈、资源能源保障、不可抗力等主客观因素叠加,产业安全风险防范和应对的难度不断加大.需把握好长期与短期的关系、局部与整体的关系、对内与对外的关系、创新与风险的关系、自主与开放的关系以及防范与应对的关系,把维护产业安全作为产业政策的重要目标,既要防止盲目发展忽视安全,也要纠正把安全概念泛化,避免因安全而过度损失效率.建议重点关注产业链供应链安全可控,推动产业结构向全面、安全、融合、中高端、绿色转型,以强"链主"促融通增强链条韧性,确保产业区域布局均衡优化,推动产业政策从被动应对型向主动协同型转变.
Abstract
Under the radically changing situ-ation at home and abroad,the goal of security has become the top priority of the current industrial policy.Especially by the superposition of subjective and objective factors such as the competitive game of big countries,resource and energy security,force majeure,etc.,the difficulty of preventing and responding to industrial security risks has been increasing.It is necessary to grasp the relationship between long-term and short-term,local and overall,internal and external,innovation and risk,autonomy and openness,as well as the relationship between prevention and response to the maintenance of industrial security as an important goal of industrial policy,not only to prevent blind development and neglect of security,but also to rectify the concept of security generalization,to avoid excessive loss of efficiency due to security.It is proposed to focus on the safety and control of the industrial chain and supply chain,promote the transformation of the industrial structure into a comprehensive,safe,integrated,medium-to high-end and green one,enhance the resilience of the chain by strengthening the'chain masters'and promoting integration,ensure a balanced and optimized regional layout of the industry,and promote the transformation of industrial policy from a passive response type to an active synergistic one.
