政府数据治理与创业活跃度——来自政府政策文本数据的证据

摘要
政府在数据治理过程中扮演着立法者和监管者的角色.加强数据治理,激活数据要潜能,已成为新发展格局背景下抢占发展制高点、提升国家综合实力的关键要素.探究政府数据治理如何促进创业具有相当重要的现实意义.本文基于深度学习(DL)的自然语言处理(NLP)技术构建2011-2021年的政府数据治理综合指标,实证检验政府数据治理影响创业活跃度的总体效应、间接作用机制.结果表明,第一,政府数据治理能够显著提高创业活跃度,这一结论在经过内生性检验和稳健性检验后依然成立.第二,政府数据治理通过推动要素市场发育、提高人力资本水平和促进人工智能产业发展三个作用机制间接对创业活跃度产生积极影响.第三,政府数据治理对创业活跃度的促进作用存在明显的异质特征,在2016年以后、资本配置效率高的地区中更为显著.本文不仅丰富了政府治理的研究视角,并为释放数据红利、分析"数据促创"的实现路径提供有益的政策启示.
Abstract
The government plays the role of legislator and regulator in the process of data gov-ernance.Strengthening data governance and activa-ting data to potential has become a key element in seizing the high ground of development and enhan-cing the comprehensive strength of the country in the context of the new development pattern.Explo-ring how government data governance promotes entrepreneurship is of considerable relevance.This article constructs comprehensive government data governance indicators for 2011-2021 based on the natural language processing(NLP)technology of deep learning(DL),and empirically examines the overall effect,and the indirect effect mechanism of government data governance affecting entrepreneurial activity.The results show that,first,government data governance can significantly increase entrepre-neurial activity,and this conclusion still holds after endogeneity test and robustness test.Second,gov-ernment data governance indirectly positively affects entrepreneurial activity through three mechanisms of action:promoting factor markets development,improving human capital levels and facilitating arti-ficial intelligence development paths.Third,there are obvious heterogeneous characteristics of the promotion effect of government data governance on entrepreneurial activity,which is more significant in regions with high capital allocation efficiency after 2016.This article not only enriches the re-search perspective of government governance,but also provides useful policy insights for releasing data dividends and analyzing the realization path of'data for entrepreneurship'.
