Improving the income of elderly people in rural areas is an important goal to actively respond to population aging,implement rural revi-talization strategies,and solidly promote common prosperity.After years of development,China has initially formed a multi-channel rural elderly income security system that combines land security,family security,and the basic pension insurance system for urban and rural residents,with the minimum living guarantee system as the foundation.However,the unclear responsibilities and relationships among various channels further lead to difficulties in achieving sufficient and sustainable income for the elderly in rural areas.Considering the proposal of'developing a multi-level and multi pillar pension insurance system'in the report of the 20th National Congress of the Communist Party of China,com-bined with the actual situation in rural China and drawing on the'Five Pillars'model of the World Bank,this article reconstructs the income security system for the elderly in rural China into a'Two Levels and Four Pillars'model,with the Zero Pillar being integrated from the basic pension of the minimum living guarantee system and the basic pension of urban and rural residents,assuming the basic guarantee function at the basic level;The second,third,and fourth pillars respectively refer to land security,individual pension system,and family security,assuming the supplementary pro-tection function of the supplementary layer.On this basis,propose reform suggestions for improving China's multi-level and multi pillar rural elderly income security system.
