High-quality development is the primary task of building a modern socialist country in a comprehensive manner.As a core component of China's national spatial system,National Key Ecological Function Areas provide an important ec-ological and environmental foundation for promoting regional high-quality development,but whether their ecological goals can be balanced with economic and social goals has become an important issue that needs to be solved.Based on the county panel data from 2000 to 2020,this article adopts a multi-period difference-in-differences model to assess the impact of the establishment of National Key Ec-ological Function Areas on regional high-quality development from the perspective of the coupled and coordinated development of'economy-society-environment'systems.The impact of the estab-lishment of National Key Ecological Function Areas on regional high-quality development is assessed using a multi-period difference-in-differences model.The results show that the establishment of National Key Ecological Function Areas promotes the improvement of county economic quality,en-hancement of social welfare and ecological environ-ment protection by optimizing the regional industrial structure and the scale of local government financial expenditures and promotes the coupled and coordi-nated development of the respective systems,and the effect of the policy is sustainable.Heterogeneity analysis shows that the policy effect of National Key Ecological Function Areas is only significant in non-mountainous,non-hilly,non-ethnic and non-national poverty-stricken counties and other county units.Therefore,this article suggests that in the fu-ture,we should improve the policy objectives and evaluation system of National Key Ecological Func-tion Areas,actively promote regional industrial structure adjustment and ecological product value excavation,establish differentiated ecological transfer payment compensation mechanism and optimize local government financial expenditures.
