Data is an important factor of pro-duction,and public data is a key component of data factor in China.Based on the history,status quo and problems in the development and utilization of public data in China,this paper points out that the pricing mechanism can be a key breakthrough to promote public data to enter the data factor market.At the same time,the paper reviews the pricing mechanism of China's water,oil and other resource products to provide a reference for designing the pricing mechanism of public data.From the perspective of promoting digital economy,it proposes the develop-ment idea of public data pricing mechanism combi-ning long and short term,featuring price and tax linkage.The paper also suggests the pricing frame-work for the two-tier market of public data in the authorization mode,and discusses the pricing rules under multiple scenarios.In the future,it is neces-sary to improve the top-level design and strengthen the governance of public data price,so as to unlock the value of data factor and cultivate the new quality productivity.
