营商环境、FDI质量与环境污染——基于空间杜宾模型的实证研究

摘要
良好的营商环境是激发市场活力、增强区域发展动力的制度保障,保护生态环境是全面建设社会主义现代化国家必须坚持的重大原则,二者是实现高质量发展的重要抓手.本文以中国2007-2021年30个省份作为样本,运用空间杜宾模型分析营商环境的优化对环境污染的影响,并探讨其中的作用机制.研究发现,优化营商环境对环境污染存在显著的抑制作用,并且能够有效降低周边地区的环境污染.其中,优化营商环境可通过提升FDI质量来降低环境污染.因此,在持续优化营商环境时要考虑环境污染的空间溢出效应,运用市场经济规则推进环境保护工作,加强区域间在营商环境和环保政策制定方面的协调合作,同时注重引入高质量外资.
Abstract
A good business environment is the institutional guarantee to stimulate market vitality and enhance the momentum of regional development,and the protection of the ecological environment is a major principle that must be adhered to in order to comprehensively build a socialist modernized coun-try,and the two are the important handles to achieve high-quality development.This article takes 30 provinces in China from 2007 to 2021 as samples and uses the spatial Durbin model to analyze the impact of business environment optimi-zation on environmental pollution and explore the mechanism of action.It is found that optimizing the business environment has a significant inhibiting effect on environmental pollution and can effectively reduce environmental pollution in the surrounding areas.In particular,optimizing the business envi-ronment can reduce environmental pollution by im-proving the quality of FDI.Therefore,when optimi-zing the business environment,it is necessary to consider the spatial spillover effect of environmental pollution,applying the rules of market economy to promote environmental protection,strengthening inter-regional coordination and cooperation in busi-ness environment and environmental policy making,and focusing on the introduction of high-quality for-eign investment.
