Food security and farmers'incomes have always been a key concern of the Communist Party of China and the Government.In the new period of building a moderately prosperous society to fully realize Chinese-style modernization,guar-anteeing food security and improving farmers'income have become the mission of the times.How-ever,at present,China is facing problems such as rising food production costs,'de-farming'and'de-fooding'of arable land caused by declining returns from grain cultivation,and insufficient sup-port capacity for agricultural infrastructure,insuffi-cient comprehensive supply capacity for grain and other agricultural products,and weak supply chain extension capacity and resilience of the agricultural industrial chain.It is urgent to implement the na-tional food security strategy and the rural revitaliza-tion strategy in depth,adhere to the'two bottom lines',optimize the'three major structures',ac-celerate the formation of the'three major systems',and establish and improve the'four major mecha-nisms',so as to ultimately realize the coordinated development of the dual-target of guaranteeing food security and improving farmers'incomes at a high level.
