The business environment is an important reflection of the national governance ability and the level of public service provision.Based on a large sample of data from countries along the'Belt and Road',this article focuses on the impact mechanism of government governance capacity on the business environment,and distin-guishes the interval effects at different stages of economic development.By constructing a panel threshold model,the study finds that:(1)Improving government governance capacity can significantly optimize the business environment,which in turn promotes the country's economic development.(2)There is a nonlinear relationship between gov-ernment governance capacity and business environ-ment.At different stages of economic development,the impact of improving government governance capacity on optimizing the business environment is differentiated,and there is a single threshold effect.Among them,when the per capita GDP is lower than US $ 1,852.89,the improvement of government governance capacity does not directly bring about the optimization of the business environment;when the per capita GDP is higher than US $ 1,852.89,the promotion effect of government governance capacity on the optimization of the business environment is more significant.(3)From the perspective of the mechanism of government governance capacity on the business environment,administrative effective-ness,regulatory quality and corruption curbing have a threshold effect on the business environment respectively.When the level of economic develop-ment is lower than the threshold,administrative effectiveness can positively affect the business envi-ronment,but the effect is not significant,while the quality of regulation and corruption containment have a significant negative impact on the business environment;when the level of economic develop-ment crosses the threshold,the impact of the above three on the business environment have a significant role in promoting.The empirical results of this ar-ticle not only provide effective international empir-ical support for the orderly implementation of the'Belt and Road'Initiative,but also further em-phasize the necessity of sustained empowerment of the business environment by government governance capacity.
