Fiscal Pressure,Promotion Incentive and Quality of Public Service Development
The quality of public service is closely associated with the"common prosperity of all people"and the modernization of national governance system.Under the Chinese style decentralization,the pressure of fiscal balance and the incentive of officials on their career profoundly affect the development of public service quality,but there is no consensus on the relationship between the three.Using the panel data from 2011 to 2019 in 285 cities,the article empirically examines the impacts of fiscal pressure,promotion pressure,and the interaction relationship of the two on the quality of public services.The study finds that,firstly,there is an inverted-U model relationship between the fiscal pressure and local public service quality improvement.Secondly,Under the current system of comprehensive performance appraisal,the promotion motivation has a positive influence on the improvement of public service quality based on the perspective from political incentive.Thirdly,while both kinds of pressure influence the quality of public service,fiscal pressure first strengths but then weakens the quality improvement effect from the promotion incentive.Given these findings,to reach a high quality of public service,the article suggests the government to reduce fiscal pressure by"broadening sources of revenue"and"controlling expenditure",and to reinforce the responsibility for provide sufficient service to people.It also suggests a clear fiscal responsibility division between the central government and local governments,a differentiated assessment standard and strategy on different public service program,and a comprehensive,effective and scientific performance appraisal system.
