以数字技术提升城乡融合发展质量——基于双重机器学习模型的实证研究

提升城乡融合发展质量是我国经济高质量发展的时代命题.数字技术以高创新性、强渗透性、广覆盖性等优势特征融入城乡发展的各个环节,成为促进城乡要素平等交换和提升城乡融合发展质量的重要引擎.文章利用地级市面板数据测算城乡融合发展质量,使用双重机器学习模型,从理论和实证两个方面探讨数字技术对城乡融合发展质量的影响及其内在机理.要素合理配置是城乡融合发展的基本前提,创新驱动为提升城乡融合发展质量提供核心动力,城乡产业融合是提升城乡融合发展质量的重要支撑.研究发现:数字技术能够显著提高城乡融合发展质量,且通过了多种方式的稳健性检验.机制检验表明,数字技术通过改善要素错配、提高创新能力、促进城乡产业融合提升城乡融合发展质量.此外,对城市群进一步研究发现,在京津冀城市群、长江三角洲城市群和长江中游城市群,数字技术提升城乡融合发展质量的效应更强.最后,文章从统筹城乡数字化布局、拓宽要素融合渠道和消弭城乡数字鸿沟等方面提出对策建议,为数字技术提升城乡融合发展质量,建立健全城乡融合发展体制机制提供了经验证据和决策参考.
Enhance the Quality of Urban-Rural Integrated Development with Digital Technology—An Empirical Study Based on Double Machine Learning Model
Improving the quality of urban and rural integrated development is the proposition of The Times for China's high-quality economic development.Digital technology,with its advantages of high innovation,strong penetration and wide coverage,has been integrated into every link of urban and rural development,and has become an important engine to promote the equal exchange of urban and rural elements and improve the quality of urban-rural integration and development.This paper uses the panel data of prefecture-level cities to measure the development level of urban-rural integration,and uses a Double Machine Learning model to explore the impact of digital technology on the quality of urban-rural integration and its internal mechanism from both theoretical and empirical aspects.Combining with the requirements of high-quality development,this paper holds that reasonable allocation of elements is the basic premise of urban-rural integrated development,innovation-driven development provides the core driving force for improving the quality of urban-rural integrated development,and urban-rural industrial integration is an important support for improving the quality of urban-rural integrated development.It is found that digital technology can significantly improve the quality of urban-rural integration development,and has passed the robustness test in many ways.The mechanism test shows that digital technology improves the quality of urban-rural integration by improving factor mismatch,improving innovation capacity,and promoting urban-rural industrial integration.In addition,the further study of urban agglomerations found that in the Beijing-Tianjin-Hebei urban agglomerations,the Yangtze River Delta urban agglomerations and the middle reaches of the Yangtze River urban agglomerations,digital technology has a stronger effect on improving the quality of urban-rural integration development.Finally,it puts forward countermeasures and suggestions from the aspects of overall planning of urban and rural digital layout,broadening the channels of integration of factors and eliminating the digital divide between urban and rural areas.This paper provides empirical evidence and decision-making reference for digital technology to improve the quality of urban and rural integrated development and establish and improve the system and mechanism of urban and rural integrated development.
