The world is currently experiencing unprecedented changes,and the game of discourse power is an important part of the competition among great powers.However,China and other developing countries are faced with certain difficulties in the field of discourse power in international cooperation.From the perspective of dependency theory,the field of discourse power in international cooperation still presents a distinct"center-periphery"dependency structure,and the"peripheral"developing countries have dependence on the"central"western countries in the four dimensions of paradigm,theory,value and communication.Since 2013,the Belt and Road Initiative has realized the transformation from concept to action and vision to reality.It has provided favorable conditions for enhancing China's power of discourse in international cooperation in four aspects including providing practical fields,providing theoretical nutrients,building bridges for exchanges,and strengthening communication platforms.At the same time,there is still a long way to go to change the unequal structure of the discourse power of international cooperation and enhance China's voice.As the Belt and Road Initiative enters the second decade,China should take the construction of discourse power as the focus of future work,and strive to enhance the influence of China's discourse power in international cooperation by improving theoretical construction,highlighting the pursuit of value,carrying out discourse connection,optimizing discourse communication and other paths,so as to help developing countries get rid of their discourse dependence on the western countries,contributing wisdom to a new type of international cooperation.
