The German Practice and Enlightenment of the Precise Supply of Smart Home Care Aervices
At present,the dislocation of supply and demand of smart home care services seriously affects the supply efficiency,and precise supply has become the only way to improve the supply system.The continuous embedding of the attention of both supply and demand sides makes it possible to achieve accurate supply of smart home care services,but the construction of supply system under the concept of precision puts forward higher requirements for the operation efficiency of the attention system in embedding,processing,synchronization and exchange.After the development of the initial exploration period,the comprehensive promotion period and the consolidation period,the field of smart home care in Germany has initially formed a government-led mixed supply model with multi-agent mixed financing,multi-supply from government,enterprise and society,and dual-link supervision by the government.The German government has made progress in promoting the embedding of supply and demand attention,guiding supply decision-making and processing,and improving the efficiency of attention exchange through a series of measures,such as promulgating laws and regulations,improving statutory insurance,funding technology development,and carrying out digital education for the elderly.However,there are still some shortcomings,such as insufficient optimization of supplier's attention allocation and low efficiency of supply-demand attention exchange.Although China and Germany are different,Germany's useful practice can still provide inspiration for solving the problem of"mismatch between supply and demand"in the field of smart home care in China.In the future,China should continue to focus on establishing a legal support system to guide attention processing,strengthening factor support to promote attention embedding,improving the economic guarantee mechanism for efficient operation of attention,and building a coordinated supply mechanism with high attention synchronization.
