Effective Government and Dynamic Society:Theoretical Logic and Practical Path of Digital Society Governance
Promoting the modernization of social governance is essential for achieving the modernization of national governance.The two major governance goals of order and vitality in the country complement and promote each other,which is crucial for promoting the modernization of national governance.Based on the analysis framework of"order-vitality",this article categorizes the relationship between the state and society,and proposes that social governance in the digital era should follow the basic framework of"active government-dynamic society",promoting the formation of a new governance pattern of high national order and high social vitality.Research suggests that having order in a country means maintaining social stability,a good legal environment,and ensuring the rights of citizens.In the digital age,social governance should use digital technology to create an information sharing order,build a cross regional cooperation order,and form a collaborative governance order to give a new order to national governance,thus laying a solid foundation for economic development and social progress.The vitality of society is manifested in the enhancement of social innovation ability,citizen participation,and social cohesion.In the digital age,social governance should stimulate new vitality in social governance by promoting the re-embedding of absent actions,the re-integration of high mobility society,and the re-connection between multiple governance entities through digital empowerment,thereby ensuring that the overall society is more dynamic and resilient.Realizing national order and social vitality are two key dimensions for measuring the effectiveness of governance.Under the basic framework of"effective government-vital society",the key to building a digital society governance community is to promote the integration of order and vitality through digital empowerment.This includes innovating the digital governance system in top-level design,constructing diversified digital scenarios in mid-level applications,and accelerating the construction of digital infrastructure in the underlying framework.
