Integrated Governance:How County Urbanization Promotes Effective Grass-Roots Governance
The effective grass-roots governance is an important goal of the modernization of national governance,which depends on the timely response and satisfaction of the diverse needs of the grass-roots society and the people.At present,most grass-roots governance focuses on the integration of governance resources,but not enough attention is paid to the process and mechanism of how governance resources are transformed into governance effectiveness,and the difference and non-equilibrium of grass-roots governance under different units,types and needs are ignored in practice.County urbanization and grass-roots governance are coupled in field,process and goal.The key to promoting grass-roots governance by county urbanization is to realize the effective docking of resource elements and governance needs on the basis of factor integration,balance the supply and demand relationship within the governance field,and realize the transformation of governance resources into governance efficiency.From the perspective of supply and demand relationship,this study focuses on the process and mechanism of transforming governance resources into governance efficiency,builds an integrated governance analysis framework of"resource integration-supply and demand balance-effective governance",and analyzes the practical path and operational logic of county urbanization to promote effective governance at the grassroots level.The practice of Qionglai City in Sichuan Province shows that with the organic integration of governance elements,governance units,governance paths and governance effectiveness,integrated governance can promote the transformation of supply and demand relationship between"supply and demand docking-supply and demand adaptation-supply and demand adjustment-supply and demand balance",and strive to achieve balanced and good governance at the grassroots level,providing support for different governance units in the county to leverage urban and rural development resources,promote urban and rural integration,and boost grass-roots governance.To this end,in the future,it is necessary to further refine the types of grass-roots units in the process of county urbanization,excavate the resources and elements of grass-roots governance,expand the link between county urbanization and grass-roots governance,and constantly promote the compatibility and mutual promotion of county urbanization and grass-roots governance.
