Promoting high-quality development of the silver economy,realizing the resonance of building a new development pattern of"double circulation"and actively responding to the national strategy of population aging are the key actions to transform the population aging into development opportunities in the context of Chinese path to modernization.The high-quality development of the silver economy provides impetus for improving the level of the"dual circulation"demand chain and supply chain by strengthening the production and supply pattern.The new development pattern of the"dual circulation"adjusts the circulation and distribution pattern,shapes new advantages for cooperation and competition in the silver economy,and provides opportunities for industrial and value chain leaps.The synergistic coupling and mutual promotion between the development of the silver economy and the construction of a"dual circulation"pattern are essentially driven by consumption and the upgrading of industries to adapt to aging,which facilitates various links of social reproduction,promotes efficient allocation of production factors,stimulates the development vitality of the silver industry,and unleashes the enormous potential of silver consumption.On the other hand,in reality,there are significant differences in the willingness of silver haired consumers to consume,incomplete mechanisms for protecting consumer rights,and insufficient transformation and release of demand potential.The unclear positioning of industrial development,insufficient integration of innovative elements and resources,weak adaptability of product and service supply and demand,and lack of competitive advantages in the industrial and supply chains have become the key obstacles that must be overcome for the high-quality development of the silver economy.Therefore,at the policy level,attention should be paid to synchronously exerting force from both the demand and supply sides,strengthening the population,environment,industry,and policy foundation support for the development of the silver economy.On the demand side,the goal is to enhance the silver consumption capacity and improve the silver consumption environment,promoting the transformation of silver consumption expectations into actual consumption.The supply side focuses on clarifying the positioning of industrial development,strengthening the guarantee of resource factors,and promoting the transformation and upgrading of the silver economy and opening up to the outside world.
