The Transformation of Digital Intelligence in Rural Cultural Governance:Ethical Conflicts and Paths of Relief
With the continuous advancement of digital countryside and national cultural digitalization,accelerating the digital and intellectual transformation of rural cultural governance has increasingly become the need of the times.In the field of rural cultural governance,the transformation of digital intelligence contains three levels of value.At the technical level,it manifests itself as the enhancement of the resilience of the development of the new quality productivity of rural culture,at the cultural level,it refers to the endogenous activation of the revitalization of rural culture,and at the governance level,it manifests itself as the enhancement of the degree of people's democracy in the whole process of rural cultural governance,and the enhancement of the degree of coordination of the coupling of urban and rural cultural development.However,the technical ethics and social ethics inherent in digital intelligence have also been brought into the context of digital intelligence in rural cultural governance.In order to clarify and eliminate the shackles of digitalization of rural cultural governance derived from ethical conflicts,the study starts from the state-market-society structure,and finds that there are three main levels of ethical conflicts threatening the process of digitalization,which are highlighted as the ethical conflict of goals between cultural power and cultural services at the state-institutional level,the ethical conflict of objectives at the market-capital level,and the ethical conflict of goals at the market-capital level.At the state-institutional level,it is the ethical conflict of goals between cultural power and cultural services.At the market-capital level,it is the ethical conflict of practices and the ethical conflict of values.And at the society-life level,it is the threat of the ethical conflict of interactions and the ethical conflict of rituals.Under the consideration of the theory of cultural governance and the emergence of ethical conflicts,we should pay attention to the innovative leadership of policy innovation and organizational innovation to optimize the top-level design at the national and institutional levels,strengthen the public construction of value co-creation to adjust the profit-seeking nature of the market-capital level,and strengthen the systematic cultivation of digital literacy to enhance the digital literacy of the social and living levels.In order to avoid the destructive ethical conflicts derived from digital intelligence,we can make full use of the modern governance technology advantages of digital intelligence to help the transformation of rural cultural governance into digital intelligence.
