Research on the Reconstruction of Water Values and the Framework of Watershed Governance from Social-Ecological System Perspective
People's limited understanding of water values and short-sighted actions are the important reasons for social environmental problems,such as the shrinking of watershed areas,deterioration of water quality,reduction of biodiversity,and ecological degradation.Therefore,following the principle of tracing the source and systematic treatment,re-evaluating the multiple water values from a holistic perspective of the social-ecological system,and exploring innovative models of watershed governance are crucial for solving water ecological problems and achieving sustainable development.Based on the analysis of the historical trajectory of watershed management in China,the paper summarizes the cognition of water values and watershed water management approaches in different historical stages,and then reconstructs the multiple water values connotations of watersheds from the perspective of social-ecological systems.A"five-dimensional"governance framework including the dimensions of value,process,technology,organization,and institution has been established,and key action paths for governance have been proposed.The study found that water values are diversified and there is an inherent connection between different values,and the recognition of water values affects the innovation of watershed management,but in the past people tend to only focus on the economic value of water and ignore its huge value in ecology,environment,society,and culture.Meanwhile,the fundamental,shared,and indivisible nature of water ecological value determines that watershed management must be a collaborative governance model involving multiple stakeholders,and modern digital technologies can provide powerful conditions for values measurement and collaborative governance.Therefore,innovating the explicit measurement methods of multiple water values,building mechanisms for collaborative learning among multiple stakeholders,and creating a collaborative governance decision-making platform that encompasses the entire data chain of the watershed,are key paths for achieving"five-dimensional"governance.
