In China,legislative and administrative authorities have always strictly regulated the content of animated works.Such acts of public authority restrict the freedom to watch and create animations,essentially limiting citizens'rights to cultural activities,yet they are not without legal basis.The state can legitimately regulate the content of animated works to protect public safety,spiritual civilization,and the physical and mental health of minors,among other legal interests.However,the existing regulation of animated content still has certain legal flaws and violates the principle of proportionality.Legitimate adjustments should be made,including a series of specific measures aimed at making the regulation of animated content more lawful,refined,and professional.
