数字政府治理的重要理论基础是数字时代治理"第三波浪潮"理论.治理过程中的"先发阻滞"现象内涵丰富,具有多种表现及实例.数字政府治理中"先发阻滞"现象的成因主要是:工具理性强于价值理性;沉淀成本催生负面影响;治理惯性生成负面影响."第三波浪潮"中消除数字政府治理的"先发阻滞"现象具有明显的必要性,具体途径是治理过程中兼顾工具理性和价值理性,消除沉淀成本、治理惯性的负面影响.
Abstract
The important theoretical foundation for digital government governance is the"Third Wave"theory of governance in the digital age.The"First-Mover Stagnation"phenomenon in the governance process is rich in connotation and has various manifestations and examples.The main causes of this phenomenon in digital government governance include:instrumental rationality outweighing value rationality,sunk costs leading to negative impacts,and governance inertia generating adverse effects.Eliminating the"first-mover stagnation"phenomenon in digital government governance during the"Third Wave"is necessary.The specific approaches include balancing instrumental and value rationality in the governance process and eliminating the negative impacts of sunk costs and governance inertia.
