Cooperative governance of rural rivers from the perspective of SFIC model——Case analysis based on ecological river construction in X town,Nantong
Rural river management is a long-term project.Because of its public goods attribute and the complexity of governance,multiple subjects need to participate in the governance.Relying on the theory of collaborative governance,SFIC model is built as the analysis framework.Based on the case of the ecological river construction project in X Town,Nantong,its governance difficulties in terms of initial conditions,catalytic leadership,system design,collaborative process and synergistic effect are analyzed thoroughly.Accounting to these aspects,the SFIC model puts forward improvement measures from the perspective of building incentive mechanism,catalytic role,security system,communication platform and supervision and evaluation system,in order to improve the rural water environment and achieve the coordinated governance of rural rivers.
