Predicament and outlet of ecological environment management in the Yangtze River from the perspective of public value——Taking Y's Yangtze River bank cleaning and rectification as an example
The management of ecological environment in the Yangtze River is a"thorny problem"with multiple characteristics of cross-border,unstructured and intractable.The introduction of public value management theory can provide a brand-new perspective and idea for clarifying the dilemma of ecological environment management in the Yangtze River and putting forward effective management strategies.Through the case analysis of the rectification work of Mayor Y's riverbank,it is found that it faces the dilemma of discrete and broken public value,lack of support and legitimacy,and weak organization and operation ability.Based on the strategic triangle model,this paper constructs a three-dimensional path of ecological environment governance in the Yangtze River from three dimensions of value,politics and operation,in order to realize the shaping of public value,the optimization of authorized environment and the improvement of operating mechanism,and enhance the flexibility and toughness of ecological environment governance in the Yangtze River.
