利益相关者视角下"电-碳"市场联动机制研究

"碳达峰、碳中和"目标下,综合发挥电力市场与碳市场的协同作用具有重要意义。核心利益相关者是影响两个市场政策设计和市场主体行为的重要因素,其共同利益诉求是两个市场协同发展的重要基础。因此,基于利益相关者理论,立足电力市场与碳市场的建设现实,运用内容分析法得出两个市场的核心利益相关者以及其共同利益诉求。其次,基于两个市场核心利益相关者在环境生态、政治担当、社会责任、经济发展、技术改进 5个维度的共同利益诉求,进一步用德尔菲法剖析出碳市场对电力市场发展的影响作用涵盖排放传导、政策传导、产品绿化、成本传导、规则互动和监管传导6个方面。最后,从基础共建、规则共生、利益共享出发,构建了"电-碳"市场联动机制与建设途径,以充分发挥综合调控作用,助力经济低碳发展。
"Electricity-Carbon"market linkage mechanism from the perspective of stakeholders
Under the goal of"carbon peak,carbon neutral",it is of great significance to give full play to the synergistic effect of electricity market and carbon market.The core stakeholders are the important factors that affect the policy design and the behavior of the market players,and their common interests are the important basis for the coordinated development of the two markets.Therefore,based on the stakeholder theory and the construction reality of electricity market and carbon market,the core stakeholders of the two markets and their common interests were obtained by using content analysis.Secondly,based on the common interests of the core stakeholders of the two markets in the five dimensions of environment and ecology,political responsibility,social responsibility,economic development and technological improvement,the influence of the carbon market on the development of the power market is further analyzed by using the Delphi method,covering six aspects:emission transmission,policy transmission,product greening,cost transmission,rule interaction and regulatory transmission.Finally,starting from the foundation construction,rules symbiosis,and benefit sharing,the linkage mechanism and construction approach of the"electricity-carbon"market were constructed to give full play to the comprehensive regulatory role and promote low-carbon economic development.
