The integration of environmental impact assessment and pollutant discharge permit system from the perspective of pollution prevention and control
With important documents such as the"Management Measures for Pollutant Discharge Permits"as a milestone,the current stage has entered a critical period for promoting the deep integration of environmental impact assessment and pollutant discharge permit systems.From the perspective of pollution prevention and control,the problems existing in the integration of environmental impact assessment and pollutant discharge permits,including pollutant types,pollutant concentrations,total pollutant loads,and pollution source supervision were thoroughly analyzed.Countermeasures and suggestions were proposed for deepening the integration in terms of management systems,core content,and technical standards of these two systems.It provides scientific guidance for the fine management of fixed sources during the"14th Five-Year Plan"period and supports high-quality development with high-level protection.
