Water resource conflicts and cooperative governance mechanisms in cross-border rivers and lakes——Taking the joint treatment of Shijiu Lake as an example
River and lake basins are integral and water resources are indivisible.However,the traditional territorial management mode has led to cities along the line adopting the method of segmented governance for a long time,making it difficult to define the horizontal intergovernmental responsibility for the treatment of cross-border water bodies,and the treatment of water bodies in administrative borderlands has become a governance problem.Based on the classical model of collaborative governance,SFIC model,the actual difficulties and the proper cooperation mechanism in the process of joint governance around Shijiu Lake in Jiangsu and Anhui provinces were analyzed from 5 aspects:starting conditions,facilitative leadership,institutional design,collaborative process and collaborative result.And some improvement measures of water environment collaborative governance were put forward from the perspective of building cooperative consensus,strengthening the catalytic role of the government and improving the institutional system,in order to make beneficial exploration for cross-regional water environment collaborative governance.
