Exploration on the EIA optimization of Beijing's regulatory detailed planning under the TSP system building
Since 2019,China has clearly decided to build a"multi-planning"and"five-level,three-class"territorial spatial planning system,transforming from"single technical spatial planning"to"planning with multiple demands and multi-dimensional spatial and temporal interests coordination",and planning should take social,economic,ecological,security,cultural and other factors into consideration.Under the background of a major reform of the territorial spatial planning system,problems of the environmental impact assessment of Beijing's regulatory detailed planning were discussed,including the inconsistency with the planning content,the unclear boundary with the industrial park planning EIA,the insufficient basis for planning adjustment suggestions,and the difficulty of simplifying EIA for construction project.The optimization paths such as clarifying the legal status of environmental impact assessment in planning,integrating environmental impact assessment technology in the early stage of planning,and improving the simplified basis for environmental impact assessment of construction projects were proposed to further promote the optimization of the business environment.
