生态系统服务的潜在供给与实际使用——以密云水库为例

以北京市重要水源地——密云水库为对象,采用影子工程法、替代成本法等方法核算了水源涵养、洪水调蓄、水质净化和气候调节的潜在供给与实际使用价值。结果表明:(1)2020年,密云水库潜在供给价值为 671。42亿元,实际使用价值为 303。42亿元。2000-2020年,二者增幅分别为 3。8%和 76。6%;(2)2020年,密云水库生态系统服务平均利用率为 45。2%,2000-2020年,上升了 18。6%;(3)密云水库潜在供给与实际使用价值呈正相关,即生态系统服务的供应强度越大,人类对其使用程度越高;(4)2020年,密云水库以占密云区约 6。3%的面积承担起了全区约 35。1%的潜在供给价值和 75。5%的实际使用价值。案例研究表明,潜在供给可为生态保护工程和措施的效益评估提供数据支撑,实际使用可纳入国民经济核算,为生态补偿和生态交易的标准制定提供决策支持和政策导向。
Potential supply and actual use of ecosystem services——A case study of Miyun Reservoir
Taking Miyun Reservoir,an important water source in Beijing,as the object,the potential supply and actual use value of water source conservation,flood regulation and storage,water purification and climate regulation were calculated by shadow engineering method and alternative cost method.The results showed that:(1)in 2020,the potential supply value of Miyun Reservoir was 67.142 billion yuan,and the actual use value was 30.342 billion yuan.From 2000 to 2020,the growth rate would be 3.8% and 76.6% respectively.(2)In 2020,the average utilization rate of ecosystem services in Miyun Reservoir was 45.2%,which increased by 18.6% from 2000 to 2020.(3)The potential supply of Miyun Reservoir was positively correlated with the actual use value.The greater the supply intensity of ecosystem services,the higher degree of human use of ecosystem services.(4)In 2020,Miyun Reservoir,accounting for about 6.3% of the area of Miyun District,would bear about 35.1% of the potential supply value and 75.5% of the actual use value of the whole district.The case study showed that the potential supply could provide data support for the benefit assessment of ecological protection projects and measures,and the actual use could be included in the national economic accounting,providing decision support and policy guidance for the formulation of ecological compensation and ecological trading standards.
