社会环境监测机构发展现状、监管政策及对策建议

摘要
随着社会环境监测机构的数量与日俱增,其工作质量的良莠不齐造成了环境监测数据质量下降,也给相关的监督管理工作带来了巨大挑战.总结了社会环境监测机构的发展现状及存在问题,综述了各省(区、市)针对社会环境监测机构的主要监管政策与措施,提出了完善监管体系与强化监管手段,促进行业高质量发展,高度重视人才培养,推动质控新技术应用,探索第三方监理制度,推广统一监控样品应用等建议,以进一步加强社会环境监测机构监管.
Abstract
As the number of socialized environmental monitoring institutions increases,the uneven quality of their work has led to the decline of the environmental monitoring data quality,and also brought great challenges to the supervision and management.This paper summarizes the development status,existing problems and the major existing regulatory policies of socialized environmental monitoring institutions,and puts forward the following suggestions for strengthening the supervision of socialized environmental monitoring institutions:improving the supervision system and strengthening supervision measures,promoting high-quality development of the industry,paying highly attention to talent training;promoting the application of new quality control technologies,establishing third-party engineering supervision system and promoting the application of unified quality control samples.
