Analysis on Characteristic of County Scale Carbon Emission and Carbon Offset Zoning and Grading
Carbon ecological compensation involves providing economic compensation for the carbon sink region,covering the cost of carbon sequestration and forgoing development opportunities.Tailored and precise carbon ecological compensation among different counties(cities,districts)is of significant importance for provincial and municipal efforts to promote carbon reduction and achieve balanced and sustainable regional development under the"dual carbon"goals.Based on the land use classification results of Shijiazhuang in 2010,2015 and 2020,carbon emissions were measured by remote sensing interpreta-tion and carbon emission coefficient method,and carbon ecological compensation in 2020 from 20 counties(cities and districts)of Shijiazhuang area was divided into zones and grades.The results indicated carbon emissions in the study area in-creased and then decreased over time,with a spatial distribution characterized by"low in the north and south parts and high in the center"in 2010,while in 2015 and 2020,it showed a pattern of"higher in the center than in the north and south,and higher in the north than in the south".In the year 2020,regions such as Lingshou County and Qiaoxi District and in the central urban areas have been designated as carbon ecological compensation payment zones,and the southern parts of these central areas possessing a higher status than the northern.Peripheral counties like Pingshan County and Jingxing County are deemed as carbon ecological compensation beneficiary zones,and the western regions holding superiority over the eastern.In terms of management types and levels,the eastern plains and central urban areas are subject to strict control,whereas the western moun-tainous counties are largely classified under a relaxed control regime.
